Essay in 'Atlantis' Magazine

I am happy to report that a recent essay was published in 'Atlantis' Magazine, which is published by Polis and collects writings that make "...the link between students, academics and professionals besides the Polis activities. This magazine is our medium to keep you as member up to date about everything going on in the urbanism & landscape architecture world.  The issue 22.4 discusses concepts around the 'Urban Landscape' and features contributions from a wide range of authors.

The essay "Land- 'scape' / Land- 'space':  Pedantic, Semantic or just Anagrammatic" is a tongue-in-cheek play on words that carries with it a more serious message.  The dialogue around landscape urbanism has been called pedantic, and the splitting of hairs could be dismissed, particularly by those uninformed and who disagree with the concepts, as mere semantics.  The anagrammatic is purely a place on words.  The content, revolving around an exploration of the terms 'landscape' and 'urbanism', and more specifically the parallels of the anagrammatic terms 'space' and 'scape' begin the discussion. 

 


Using definitions from JB Jackson's essay 'The Word Itself', the parallels between space and scape are delineated, as Jackson's cultural reading of landscape as "...a composition of man-made or man-modified spaces to serve as infrastructure or background for our collective existence.” (Jackson, Discovering the Vernacular Landscape, 1984)  This expands our idea of landscape beyond scenery and greenery to encompass a more broad understanding of 'context'. 

Urbanism is also investigated, starting with Wirth's 1938 essay 'Urbanism as a Way of Life' and tracing the divergence of urbanism as 'study' to that of action.  I claim we need to differentiate between the study of urban areas and the design and planning activities. This will allow us to operate in a shared space for dialogue:
"Thus study equates to urbanism (of which there can be many types of study), and practice equates to disciplinary modes and interdisciplinary contexts, such as urban design, architecture, landscape architecture and planning (of which there can be many types of solution). The distinction allows us to avoid binary argument because there are infinite types of study and methods of solving problems – each driven by the unique context. Dialogue and critique can still operate – but there will more transparency and it won’t be summed in an either/or proposition. The complexity of urban areas in our contemporary world is too immense for only one of two solutions"
The end along with a call for more clarity in writing about these terms, specifically the need for clear definitions when discussing terms.  We are too loose with terminology today, and the overall impact and reach of our discussion suffers from this. Whichever way you choose to interpret and intervene the urban conditions, there needs to be shared understanding of fundamental issues, because, as I mention: "In the end, no discussion or argument (binary or otherwise) is worth much if it happening around vague language..."

Shrinking Cities: Detroit's Agony (1990)

A clip that spawned a lot of conversation within our reading group, from 1990, Diane Sawyer reporting on ABCs Primetime Live, in a series called 'Detroit's Agony' - which looks at Mayor Coleman Young's legacy, and plays on Detroit as 'the first urban domino to fall...' [More after the video]


The shock of 'Devils Night', guns, drugs, and violence has changed to a different narrative in 20+ years, but not necessarily one that is any more positive - at least in terms of media coverage.  Is Detroit still the end of the road?  Is this just a continuation to the story?  Is what we are witnessing now is the continuation of the city as ruin?  Interesting history, if only one of the media itself and it's framing of issues both then and now.

Shrinking Cities - Readings

A class this term at Portland State involves a reading and conference on 'Shrinking Cities'. Led by professor Ellen Bassett, a group of a dozen students from PhD and Masters in Urban Studies and Urban and Regional Planning reading and discussing four diverse texts, along with a range of other writings on the subject.

Our first book is "The Origins of the Urban Crisis: Race and Inequality in Postwar Detroit" by Thomas Segrue.  Originally published in 1996, this book has won a number of awards for history, and continues to provide an overview of the connections between racial and economic inequality as played out in the post-WWII urban landscape of Detroit.

Other books include Mapping Decline: St. Louis and the Fate of the American City by Colin Gordon, Camden After the Fall: Decline and Renewal in a Post-Industrial City by Howard Gillette, Jr. and Small, Gritty and Green: The Promise of America's Smaller Industrial Cities in a Low-Carbon World by Catherine Tumber.

This is By no means a comprehensive overview of the subject, but the aim of the group is to discuss the social, economic, political, and spatial phenomena at work in a number of US Shrinking Cities, to better understand this issue.  Stay tuned for some thoughts over coming weeks, and if you have suggested readings to include, that would be very welcome.

Science of Pedestrian Movements

 An interesting article from the Economist on 'The Wisdom of Crowds' echoes much of the seminal research of William Whyte (City), Edward T. Hall (The Hidden Dimension), and others that have closely studied the behavior of pedestrians and other users of public spaces. The interplay of cultural habits that tells us to step right or left to avoid collisions on a busy street can lead to a certain inherent poetic 'choreography' when viewed. There are different theories on how these actions are coordinated, and the article focuses on new scientific methods for predicting and studying pedestrian movements.

 As Jane Jacobs mentioned in The Death and Life of Great American Cities this urban realm is likened to a ballet:
"It is a complex order. Its essence is intricacy of sidewalk use, bringing with it a constant succession of eyes. This order is all composed of movement and change, and although it is life, not art, we may fancifully call it the art form of the city and liken it to the dance — not to a simple-minded precision dance with everyone kicking up at the same time, twirling in unison and bowing off en masse, but to an intricate ballet in which the individual dancers and ensembles all have distinctive parts which miraculously reinforce each other and compose an orderly whole. The ballet of the good city sidewalk never repeats itself from place to place, and in any once place is always replete with new improvisations.”
It was interesting, in this context, to remember my recent travels to Europe, namely London, where traffic on the roads occupies the left lane, but as mentioned in the article, there is not a correlation between this and pedestrian movement. While they mention that London follows pedestrians on the right, that is an oversimplification, as it doesn't necessarily follow, at least in my experience. Many people follow the walking to the left, which is culturally learned in the UK, mirroring the driving, but the influx on many non-locals that have their own rules often leads this to degenerate into chaos. Thus there is not a typical rule of thumb - and you are therefore required to be much more actively engaged in the surroundings to navigate successfully.

As mentioned in the originally referenced article, culture is less important in this process as is habit and repetition: "Mehdi Moussaid of the Max Planck Institute in Berlin, this is a behaviour brought about by probabilities. If two opposing people guess each other’s intentions correctly, each moving to one side and allowing the other past, then they are likely to choose to move the same way the next time they need to avoid a collision. The probability of a successful manoeuvre increases as more and more people adopt a bias in one direction, until the tendency sticks. Whether it’s right or left does not matter; what does is that it is the unspoken will of the majority."

The importance of this sort of study (sorry thought, as mentioned, this not a 'youngish field') has long been known in urban realms. It is being rediscovered by other sciences and disciplines (seems like everyone wants to study the city now!) such as physics, who are using modeling in the context of crowd safety, particularly in a more multi-cultural world, to better understand what has long been studied the old-fashioned way - by watching people in person or through video.

While thinking of people in similar terms of particles may be helpful, as people are governed by many rules - there is somewhat of a wildcard element in human behavoir as people act as "particles with a 'will'", doing sometimes unpredictable things and non-linear behaviors. The issues with modeling are obvious, when you take into account the sheer number of variables at play even in the most simple pedestrian-to-pedestrian interaction. The article mentions this in the context of a study between Indian and German pedestrians, where the direction is also complicated by cultural spatial rules as well:
"Trying to capture every element of pedestrian movement in an equation is horribly complex, however. One problem is allowing for cultural biases, such as whether people step to the left or the right, or their willingness to get close to fellow pedestrians. An experiment in 2009 tested the walking speeds of Germans and Indians by getting volunteers in each country to walk in single file around an elliptical, makeshift corridor of ropes and chairs. At low densities the speeds of each nationality are similar; but once the numbers increase, Indians walk faster than Germans. This won’t be news to anyone familiar with Munich and Mumbai, but Indians are just less bothered about bumping into other people."
It would be interesting to do a lit review of cultural spatial studies, building on the work of Hall, to see if these have been updated, and if we have learned anything new in the past 20 years, since The Hidden Dimension was published in 1990. The world has changed dramatically and is much more global, thus it makes sense that even this sort of revolutionary study, while still somewhat applicable, will have changed due to a changed world. This goes as well to updating Whyte's classic video studies of public spaces (i.e. The Social Life of Small Urban Spaces), which are great but extremely dated and not reflective of a much more culturally rich society. A screen shot of one of the videos shows a different environment than what exists even 20 to 30 years later. This doesn't mean his data are any less relevant, but that we must continue to engage in further study to learn more.



A research agenda that looks at these phenomena, how we use spaces, how we react and incorporate multiple cultural viewpoints, and more is vital to our continual understanding of proxemics, pedestrian movement, crowd dynamics, and more. This can be done by incorporation of more scientific modeling of typically non-urban disciplines, such as the complex modeling processes in physics. It is, to me, much more interesting to envision this study through updates of the seminal urban research studies, which would be a worthy endeavor in our ever globalizing world and our constantly diversifying cities.

The Real

In contrast to the previous post of the ethereal, an amazing collection from Nigel Christian's blog 'This City Called Earth' which, in his words:  "combines my sociologist’s interest in theories of urbanisation, globalisation and post-nature with my photographer’s love of street portraiture and the hard beauty of the built environment."   The expansive group emerges by Christian collecting submissions from around the globe on his Flickr group of the same name, and will definitely leave you mesmerized by their beauty and diversity - sort of like life.

Black Rock City

An interesting article making some strange connections between the land of free spiritedness that is Burning Man, specifically the arrangement of the temporary settlement 'Black Rock City' with the ideology of New Urbanism.  I can't think of two uniquely different mind-sets and approaches, so find the connection to be somewhat comical - but am keeping an open mind.  So read for yourself... and determine perhaps if that next vacant town square surrounded by walk-up townhouses would benefit from an iconic super human sculptural icon that regularly is set aflame?  Maybe it would be a Waldheim effigy?  Who knows.

"One of the many ways in which Black Rock City epitomizes thoughtful city planning, Mr. Garrett said in a 2010 interview, is that people are responsible for managing their own waste. (“Leave no trace” is a Burning Man mantra.) Another is that cars are sidelined, thanks to a layout that makes walking and biking far less onerous than driving. In that approach Mr. Garrett had allies among the New Urbanists, the town planners sometimes labeled reactionary for promoting quaint enclaves like Seaside, Fla. He also had a soul mate in Janette Sadik-Khan, New York City’s transportation commissioner, who is responsible for closing some streets to vehicular traffic"
I was interested in hearing that Rod Garrett, who was asked to lay out the plan - and his experience as a landscape designer... creating something both flexible yet keeping a tight footprint with an awareness to the overall ideas of circulation.  A quote from a obit on Garrett, who recently passed away, comes from Yves BĂ©har, "...design professor at California College of the Arts and a 5-year veteran of the Playa himself, described Mr. Garrett as "a genius", explaining, "A circular temporary city plan built around the spectacle of art, music and dance: I wish all cities had such a spirit of utopia by being built around human interaction, community and participation."

Source: Terrain Vague - de Sola Morales

A formative source in thinking about indeterminant spaces is Terrain Vague, a 1995 essay by Spanish Architect Ignasi de Sola-Morales.  The essay starts with a discussion of the idea of photography, which is mentioned by the author as vital to our understanding, particularly through photomontage and their inventive juxtaposition of forms, aiding our ability to explain the urban realm. Conversely, with its ability to frame and 'edit' the urban conditions - resulting in a disconnect of image from reality.  As mentioend by de Sola-Morales, "When we look at photographs, we do not see cities - still less with photomontages.  We see only images, static framed prints." (109)  From this jumping-off point of photography comes the 'non-space' of terrain vague, as defined by the author:

"Empty, abandoned space in which a series of occurrences have taken place seems to subjugate the eye of the urban photographer.  Such urban space, which I will denote by the French expression terrain vague, assumes the status of fascination, the most solvent sign with which to indicate what cities are and what our experience of them is." (109)

The etymology of the definition is explored, due to the lack of a clear translation into English.  First, the concept of terrain (as opposed to the concept of land) is more expansive, including more spatial connotations and the idea of a plot of land fit for construction, meaning that it has more direct ties to the urban.  Vague, on the other hand - has ties to a range of ideas.  From German 'woge' which is tied to the movement of seas - we get "movement, oscillation, instability, and fluctuation."  From French, the roots lie in 'vacuus', which yields connotations of vacancy, emptiness, and availability.  Another meaning is derived from the Latin 'vagus' which is most closely related to the origins in landscape urbanism thinking giving "the sense of 'indeterminate, imprecise, blurred, and uncertain.'"  (110)

Thus the dual concept of a plot of land defined by indeterminacy is the key to understanding of terrain vague, which has both a spatial as well as a social connection - defined by what it is, but that being specifically defined by how the space is used.  As de Sola Morales mentions, these become "spaces as internal to the city yet external to its everyday use.  In apparently forgotten places, the memory of the past seems to predominate over the present." (110)

These spaces have an innate duality - due to their marginalization, they have the sense of externality ot the order and security of the city making them alluring as a way of out the typically homogenized urban realm, meaning they become "both a physical expression of our fear and insecurity and our expectation of the other, the alternative, the utopian, the future." (111)  Identified as a certain 'strangeness' which has been cataloged throughout urban history as tied to the social dislocation of our shift to urban dwellers - most notably captured in Georg Simmel's 'The Metropolis and Mental Life' and our evolution to the blase cosmopolitan. 

This is captured by de Sola-Morales as 'estrangement' which becomes the formative construction of the terrain vague: "The photographic images of terrain vague are territorial indications of strangeness itself, and the aesthetic and ethical problems that they pose embrace the problematics of contemporary social life. What is to be done with these enormous voids, with their imprecise limits and vague definition?"   Thus these become fertile ground for artists whom "seek refuge in the margins of the city precisely when the city offers them an abusive identity, a crushing homogeneity, a freedom under control.  The enthusiasm for these vacant spaces - expectant, imprecise, fluctuating - transposed to the urban key, reflects our strangeness in front of the world, in front of our city, before ourselves." (112)


Terrain Vague is a difficult concept - being essentially 'non-design'- but is also powerful in its ability to theorize on the margins of the ordered world in which we reside.  On the difficult side, the actions of a designer is somewhat in opposition to the unstructured configuration of these spaces.  As de Sola Morales mentions:  "the role of the architect is inevitably problematic.  Architecture's destiny has always been colonization, the imposing of limits, order, and form, the introduction into strange space of the elements of identity necessary to make it recognizable, identical, universal."  (112)  This innate desire to transform disorder into order leads to a catch-22 in the employment of design 'agency' within these structures, as mentioned in the text:
"When architecture and urban design project their desire onto a vacant space, a terrain vague, they seem incapable of doing anything other than introducing violent transformations, changing estrangement into citizenship, and striving at all costs to dissolve the uncontaminated magin of the obsolete into the realism of efficacy." (112)

While design is about form, there is still plenty of potential in exploring the concept of terrain vague, as it offers the opportunity to give shape (both spatial and social) to an existing urban phenomenon of indeterminancy, tapping into the city inhabitants continual seeking of "forces instead of forms, for the incorporated instead of the distant, for the haptic instead of the optic, the rhizomatic instead of the figurative." (112)  It is still unclear how we use this, but further investigation should yield the possibilities of learning from this existing urban condition - not trying to recreate it, which is inevitably an exercise in futility, but looking at the ability to allow disorder, not fall into the trap of modernism in trying to rationalize and organize all of the spaces within a narrowly defined set of uses.  Can it work?  de Sola Morales posits that:
"Today, intervention in the existing city, in its residual spaces, in its folded interstices can no longer be either comfortable or efficacious in the manner postulated by the modern movement's efficient model of the enlightened tradition.  How can architecture act in the terrain vague without becoming an aggressive instrument of power and abstract reason?  Undoubtedly, through attention to continuity: not the continuity of the planned, efficient, and legitimized city, but of the flows, the energies, the rhythms established by the passing of time and the loss of limits... we should treat the residual city with a contradictory complicity that will not shatter the elements that maintain its continuity in time and space." (113)
More on this as we tie together threads of the 'terrain vague' with the ideas of 'heterotopias' and other models of indeterminate 'otherspace' in the urban context.  In classic urbanistic inquiry, the field of study has been identified, theorized, and classified - the translation of this into actions of architecture, urban design, planning, and landscape architecture - is another, more difficult jump.  But then again, that's the fun, no?

Pruitt Igoe Now

Another good ideas competition, Pruitt Igoe Now the infamous St. Louis housing complex that was demolished in 1972 and considered one of the touchstones in the 'death' of modernism.  The site is typical of the towers in the park ideal most notably ascribed to public housing and derived from version of Le Corbusier's Radiant City designs.  In this case, bars of housing were interwoven with roads, parking, and open space within immense superblocks as seen in the aerial and plan of the original development.



From the site: "Pruitt Igoe Now seeks the ideas of the creative community worldwide: we invite individuals and teams of professional, academic, and student architects, landscape architects, designers, writers and artists of every discipline to re-imagine the 57 acres on which the Pruitt-Igoe housing project was once located."   What could the site be today?

Part of the site has been rebuilt as a school, but a large portion is still undeveloped, and has developed its own feral ecology, as shown in these before and after shots of the demolition of building C-15 in 1972 and the same site in 2010.

Ecologies of Gold

Brilliant study of the meshing of urbanization and gold mining in Johannesburg, South Africa by Dorothy Tang and Andrew Watkins (on Design Observer).  As mentioned in the article and accompanying photo essay;  " In particular, the 80-kilometer mining belt between the two cities is riddled by deep-shaft mines, where companies built an extensive network of underground tunnels and moved large amounts of earth to the surface. These operations have weakened geological strata, disrupted natural drainage patterns and altered ecological habitat. The original semi-arid grasslands ecology is now converted to an urban forest, and sediment from mining waste has blocked natural waterways, unexpectedly creating wetlands with rich bird habitat."

While mining and urban areas is not necessarily a different scenario (the many sand and gravel pits around cities have a similar pattern) - the cyanide-extraction method of gold mines makes them especially toxic neighbors - especially when coupled with adjacent areas of poverty.  The overall urban pattern that emerges pairs the informal settlements with gold mining particularly on the fringes of the urban area.

 In addition to analysis, there is thought of opportunities and solutions that take advantage of these new ecologies that have emerged - as Tang & Watkins propose: "While Johannesburg and Ekurhuleni face grave environmental challenges, including contaminated soils, acid mine drainage, undermined land and scarce water resources, it is also important to recognize the possibilities found in the existing regional infrastructure of pipelines and the large quantities of land being released for use. Currently operating gold mining companies recognize the environmental challenges they face and are actively pursuing more sustainable mining practices. Informal settlements are finding productive political strategies and are maintaining a positive entrepreneurial nature. The scarce water resources of the Witwatersrand are a critical entry point for landscape interventions, especially in relation to the provision of sanitation and the remediation of acid mine drainage. Can gold mining and informal settlements, two seemingly disparate players in the region, provide solutions for the future development of the “Ridge of White Waters”?

Reading, Thinking, Observing: A New Direction for L+U

Forgive my self-indulgent post, but my lack of blogging is not an indication of lack of thinking (and walking) - as my attention has shifted from following the various blogs (i used to follow many, and now have reduced this to around a dozen) and their myriad paths of discussion towards a more rigorous engagement with some literature, journal articles and  books to read and reflect.  This shift has happened for a range of reasons, including a dramatically different engagement in work (btw, running your own firm is amazing), exposure to a dramatically different sphere of influence due to academic pursuits (btw, higher education is also amazing), and a general decline in interest (exhaustion?) in the ephemera of the digital realm.

This seems a turning point in the content and focus of the blog, where capturing the zeitgeist (a common theme over the past three years) has become much less important to me (and has been picked up beautifully by a number of other bloggers) - shifting instead to a more comprehensive depth in specific topics.  A blog is always a personal reflection - and it's hard for me to reconcile this new-found focus, being a pure generalist.  Perhaps, I hope, this signals a sign of 'maturity'?  In that vein, exploration of major themes, historical origins, theoretical underpinnings and observations 'from the field' seem to occupy most of my time nowadays, and it's given my a wonderful context in which to think about landscape + urbanism. The source materials range from the hyper-academic to the more mainstream - including historical tracts to modern writings, including journal articles (which i now have unprecedented access to).

So stay tuned for some writings (probably not book reviews) in the form of ruminations on recent readings.  In addition to our upcoming group reading of the Landscape Urbanism Reader (Waldheim, ed., 2006),  I started previously (read here and here) but have finished the large tome Ecological Urbanism (Mostafavi & Doherty, 2010) including the afforementioned Urban Design (Krieger & Saunders eds., 2009), as well as two recent popular books: Makeshift Metropolis (Rybczynski, 2010) and Green Metropolis (Owen, 2009).  Some other books I've made it through recently, one quoted previous is the collection Uncommon Ground: Rethinking the Human Place in Nature (Cronon, 1996), as well as The Machine in the Garden (Marx, 1964): Placeways: A Theory of the Human Environment (Walter, 1988); Human Ecology (Steiner, 2002); After the City (Lerup, 2000); Changes in the Land (Cronon, 1983); and Los Angeles: The Architecture of Four Ecologies (Banham, 1971).

In addition to books, I will intersperse a number of journal references into the mix, particularly as I continue to expand on my studies in ecological urbanism, historical urbanism & ecology, and methods for research (both social & ecological science-based) study of the urban conditions.  Any recommendations for key readings and sources that have influenced you, please comment - and I'm always up for intriguing guest posts on a range of topics. Looking forward to a new chapter in the blog and an expanded focus in my personal exploration of all things landscape and urbanism.

Targeting the Public

Pioneer Courthouse Square is the central plaza of downtown - often referred to as the 'living room' of Portland and is praised as one of the best public spaces for it's flexibility and programming

In this regard, the space hosts a number of large-scale public events, rallies, concerts, and gatherings - including the annual tree lighting ceremony, which is typically a large draw for families,

While the specter of terrorist attack is on people's minds when aggregating in public, this is something that most folks feel would happen in a bigger city.  Thus I was literally shocked to hear of a plot, by a 19 year old Somali who graduated from high school in Beaverton, to detonate a bomb during this year's ceremony, which happened on Friday, November 26th.
"The bomb, which was in a van parked off Pioneer Courthouse Square, was a fake — planted by F.B.I. agents as part of the elaborate sting — but “the threat was very real,” Arthur Balizan, the F.B.I.’s special agent in charge in Oregon, said in a statement released by the Department of Justice. An estimated 10,000 people were at the ceremony on Friday night, the Portland police said."

Our sense of relatively safety in Portland was part of the approach - as he was quoted in the New York Times: "Federal agents said Mr. Mohamud thought Portland would be a good target because Americans “don’t see it as a place where anything will happen... It’s in Oregon; and Oregon, like you know, nobody ever thinks about it,” an affidavit quotes him as saying."


The bomber had been under the watch of law enforcement for months, meaning there wasn't imminent danger for the people at the festival, as mentioned: "...the F.B.I. had been tracking Mr. Mohamud since 2009 and his planning unfolded under the scrutiny and even assistance of undercover agents, officials said." That said, it's got to shake people up to hear of this happening so close.


This isn't an isolated event, as mentioned in the article: "His case resembles several others in which American residents, inspired by militant Web sites, have tried to carry out attacks in the name of the militant Islamic movement only to be captured in a sting operation.  In a similar case in September 2009, a 19-year-old Jordanian was arrested after placing a fake bomb at a 60-story Dallas skyscraper. The same month, a 29-year-old Muslim convert was charged with placing a bomb at the federal building in Springfield, Ill. And in October, a 34-year-old naturalized American citizen born in Pakistan was arrested and charged with plotting to bomb the Washington subway after meeting with undercover agents and discussing his plans and surveillance activities."


Does this change the essence and usage of public spaces, transit, or other significant targets, or is it something that is impossible to think about and lead a somewhat normal existence?  It's heartening to see that the law enforcement and intelligence is working to find these plots and protect people from all areas from danger.  It is easy to become complacent as residents (and maybe that's a good thing, as living in fear of the possible dangers would make it hard to leave the house in the morning) - so the hidden network of danger seems to become distant - happening elsewhere around the world, or sometimes creeping into the large cities of the United States.  Oklahoma City proved that high profile targets are sometimes not what we think, and the enemies may not come from outside.  The danger, everywhere is real.

Beyond the continuing efforts of law enforcement, how, if at all, do we react, and how does this impact the form and function of cities?  Do we evolve more security and barricades?   Disallow the gathering of large groups?  Do public spaces become less public?

More cameras, surveillance, metal detectors?  Is transit, which creates density of people, perceived as dangerous - making people flee to the 'safety' of the singular car?  While not the Green Zone in Baghdad, it's interesting to see how this shapes the modern city.  The securing of buildings has definitely received plenty of attention - and the ability to control access points, beef up materials, essentially defend an object.  While much has been made of federal building security, making a better, more stylish bollard, is still using a bunker mentality that isn't really applicable for public spaces.

It's a bit different when operating in open space, as there are infinite entry points, making the perimeter harder to defend.  I was thinking of precedents, and immediately looked at the well-publicized, award-winning security measures for the Washington Monument.  While inventive in the way it doesn't detract from the monument itself, and while technically more open, this is merely a different version of the bunker protecting an object - not a way to secure outdoor public space - surrounding walls, underground tunnels forming a perimeter around the monument.

Urban space is even different, with a context of buildings, streets, rooftops, sidewalks, leading to a massively porous boundary to spaces.  Do we look to theories like Newman's 'Defensible Space' or measures like CPTED - which are directed towards crime-prevention, or do these not work for large public gatherings?  Do physical changes make a difference, are they viable options, or do these make economic sense?  Or are public gatherings a minimal danger compared to protection of vital infrastructures that could be more catastrophic?  Or is it something we target with sophisticated technology, using an expanded network of public surveillance to target people and patterns within amorphous, hard to contain spaces like transit and public gatherings?

I remember being in New York City soon after the attacks of September 11, 2001 - and although it never crossed our minds to attend the large gathering in Times Square on New Years (and there was some debate about whether the event would go forward) - while we were skirting around the area, we wanted to see what was up.  It gave the illusion of a military zone, with massive mobilization of police and barricades at every street, multiple checkpoints.  Massive security to maintain a public spectacle and tradition of our cities to gather and celebrate.  Even then, the spaces of Times Square were still full of revelers, despite the implied danger - unwilling to let fear rule their lives.

The key will be to give enough feeling of security, and use our available tools - without bunkerizing our cities with physical objects that ruin the experience of access and publicness that people desire.  Our reactions to these events - even the unsuccessful ones - will be telling as to how we will live in cities for years to come.

Environmental Urbanism Panel Discussion

As an addenda to the previous post, on Chris Reed's lecture, a round-about summary of the panel discussion that followed.

Panel Discussion - Environmental Urbanism: 
Ecological Design for Healthy Cities

The panel was moderated by Peter Steinbrueck, with Reed joined by additional panelists including Randy Hester (who lectured the previous evening on Design for Ecological Democracy) and Frumkin (newly installed as Dean of the UW School of Public Health).  Definitely a diverse group which ranged into ecological democracy and public health, paired with Reed's landscape urbanist approach - which offered a potentially interesting exchange of ideas, the result was less than satisfying.  A summary of some of the highlights.

The Potential for Public Health (HF)

Dr. Frumkin has written quite a bit recently about Biophilia and it's usage in a wider arena of public health, and started the discussion with a summary.  The evolutions from Environmental health (dealing with Toxicity), Urban health (focused on the urban poor), and Health Promotion (typically behavioral changes) could be married to create a new approach to urban environmental health.

The key concepts necessary for this were response to equity, considering differing health disparities, and the development of a viable body of evidence-based design strategies (proven through scientific methods) that achieved the dual public health goals of efficacy and safety.  He mentioned that design, although backed with some new environmental science, is not evidence-based, and this would make it difficult to convince public health officials of its worth, due to lack of scientific data.  While Frumkin's ideas of expanding the realm of biophilic design and evidence-based concepts to cities was interesting, a quick reading of some of his reading work shows that a mere translation of site-scale biophilic concepts to public scale is difficult.  The other issue is that there is a definite problem with balancing the cultural aspects of design with the scientific models - to avoid a overtly deterministic reading and application of ideas.

Design for Ecological Democracy (RH)

Not having a chance to hear Hester's talk from the previous evening (and only having skimmed his new book) it's difficult to capture the essence of his idea, but as he mentioned - it involves design that supports values, specifically democracy, equity, access to nature.  As he mentioned, in this context, place matters, and he outlined 3 approaches:

1. The Uniqueness of Place matters to our health (there are different flavors of democracy, much like there are different systems of ecology.
2. Awareness of Personal Ecology: Design and form matters
3. Applying Democracy and Ecology - both can be informed by key principles but are influenced by external forces (for instance free-markets) which augment their level of success.

Our typical mode of operation currently, in an age of consumerism, is that we get democracy, but rarely give back to it - and similar factors are at work in our relationship with ecology.  Take but no give.

Natural Processes & Community (RH)

Requires understanding through experience, ecology of knowledge which leads to stewardship. access to wild nature, but innately this has little evidence (other than anecdotal study - nature=good).  Connecting this back to design, Hester mentions that access to constructed nature, we want to experience nature, but also appreciate the mentorship of the designers intervention - teaching through design.  In this way, we can connect something simple, like a species of bird, to a much larger process of ecological function.

Interaction with Ecology (CR)

Reed mentions that one aspect is that it isn't a duality of nature/city that we need to provide access to, but to provide the same range of interactions to those inside the City... He defines three concepts 1) Wilderness preserve - outside; 2) Central Park - cloistered; 3) interactive ecology - inside and incorporated into the fabric of the urban area.

Landscape Urbanism Theories (CR)

The question posed was how did these connect to public health, but Reed strongly cautioned against a focus on evidence - arguing for the cultural aspects of design that can't be quantified.  In his terms, the concept of health is closely tied to ecological principles of the work - such as survivability and resilience - things found in healthy ecosystem.  Most interactions with nature are anecdotal, and the research should fit within design strategies of diversity and choice for users.
The project work, particularly small scale solutions, involve the testing of theories in metropolitan environments, trying out ideas, innovations, materials, and venues - and experimenting with small-scale ecologies.

He also mentioned the upcoming ideas of Corner's work on the Seattle Waterfront, an opportunity to apply some landscape urbanism principles (but something developed in context).  The major opportunity is to rethink large scale systems, and redirect existing resources (waste heat, stormwater) in looped systems available in urban agglomerations.  In short, it becomes a wholly economic idea to push an ecological concept because they have value that needs to be quantified (this is where we need evidence)

Unified Field Theory of Public Health, Ecology, and Landscape Urbanism (all)


Frumkin:  Sustainability is a model - 3 legged stool and ability to specify outcomes to acheive prosperity, equity, and social goals.

Hester: The Intention of the System - develop a shared language; there are three different languages that exist: 1) those that are different, 2) those that are words for the same thing (different disciplinary languages - potential for obfuscation), and 3) those that are purposely convoluted (making something simple sound very complex - which leads to it being the next hot thing.

Reed:  Defending language, there are many ways to use it which are all appropriate (public, private, academic) - these different modes have the same principles.  We talk in public in pragmatics (design informed by professional perspectives, using disciplinary language, a different language for structuring projects and frameworks for projects,  They are in competition, but able to co-exist.  Rather than focus on language, Reed sums up the point (in what I think is the best quote of the day):
"The goal should be to use social/ecological dynamics that are flexible for futures we can't imagine."
Planning for these Spaces (CR)

There is the need to determine what we know, and what we can't know - thus the need for open-ended projects.  Some models of determination include preparedness planning - looking 30 to 40 years into the future to plan for spaces.  This will involve working at a wide range of scales - with a range of resources, for the entire lifecyle

Ephemera

  • Need to plan for aging populations - loss of ability to drive and less mobility (HF)
  • Look at co-benefits of designing for the old, the young, the disabled - all with specific by interrelated needs for space (RH)
  • The approach to research/evidence based design requires new ways of working together, identifying which types of issues to accomodate (HF)
  • Define the outputs for a range of systems, redirected within the city (CR)

Summary

Honestly, what could have been a really engaging dialogue of disparate (but related ideas) was somewhat handicapped by poor choices of questions from the moderator and audience led to a mishmash of  concepts - rather than a response and relation to the topics offered by Reed (which I guess I was predisposed to want)... the divergence from the original presentation was problematic, and the trying to tackle public health, ecological democracy, and landscape urbanism under a wide banner of 'Environmental Urbanism' left me feeling like in trying to do it all, nothing was accomplished.

While Frumkin had ample time to offer thoughts on public health implications, the focus on evidence based design was not fully discussed, and was divergent from concepts of ecological democracy (at least in this context.  Perhaps an all day exploration would yield results, but a short panel discussion was not enough to even ask, much less discuss, many of the relevant questions.

The Suburban Prelude: The City (1939)

An interesting film, created as part of the 1939 New York World's Fair, is 'The City', an heavily anti-urban vision of the perils of the the modern city agglomeration.  Using a number of images from both the smoky and polluted industrial Pittsburgh and the crowded, frenetic cosmopolitan New York City of the 1930s, the film sets the stage of life in the city as overwhelming and unhealthy.  Written by Lewis Mumford, and indicative of his nostalgic view of cities, the film does offer up an alternative - a Howard-esque garden-city model of inspired new American Greenbelt towns (notably Radburn, NJ and Greenbelt, MD) that were at the time a planning panacea that reflected the forthcoming suburban ideal.

Coming from the ideology of The Regional Planning Association of America's plea for community chaotic cities and urban sprawl," the film was screened next to the Little Theatre in the Science and Education Building which was ironically next to the General Motor's Futurama exhibit, which was an interpretation of which would become the interstate highway system.  A great article in Wired offers some of the impact: "GM's ride presented a utopia forged by urban planning. Sophisticated highways ran through rural farmland and eventually moved into carefully ordered futuristic cities. "You have to understand that the audience had never even considered a future like this," says Howland. "There wasn't an interstate freeway system in 1939. Not many people owned a car. They staggered out of the fair like a cargo cult and built an imperfect version of this incredible vision."

The ideology of good planning in new towns, coupled with a the adjacent highway system of easy mobility offered by Futurama, offers a somewhat creepy glimpse into what would become the ubiquitous suburban pattern of the next 50+ years.  There is definitely a biased slant (which is pretty comical at times), giving it a feeling of satire - but was the information (essentially a discrediting 'snuff film' on the city) was dead serious at the time.  Some commentary info from IMDB:
"Made by a group of people with, if not an axe to grind, a purpose in mind, which appears to be a plug for future suburbia and back to the idyllic towns of the past and the Big City would just be a place where people work but not live. Or something like that, as it is told in a schizophrenic method that primarily drones on about ...it started like this and it was good, and it becames this and it was bad, yada, yada, yada. Based on how America looks today...large metroplexes surrounded by super highways surrounded by look-alike suburbs with more super highways leading out to other metroplexes--- the goal was accomplished but the results aren't what was envisioned in 1939. The film was made possible by funding from the Carnegie Corporation of New York and has a definite leftward-slant which is no surprise based on some of the names connected with the original film."

While undoubtedly influential on the anti-metropolitan sentiment that continued well beyond WWII, the film is notable as a mainstream media outlet for planning, bringing a message to a wide audience (even with a score from Mr. Americana himself, Aaron Copland).  I would love to see the pitch to hollywood execs, wondering how a didactic film such as this would fly today, with its focus on urban planning and contemporary society (compared to say, the more evocative treatment of Baltimore in 'The Wire' which have become our visions of the City today).

How would this fly in todays media-saturated environment? It is perhaps plausible, an analog being the contemporary documentary 'An Inconvenient Truth' which surprised many with a wide theatrical success on a more academic subject.  (Perhaps due to it being applicable to all of us - or maybe we just really like Al Gore)  Is there an opportunity for a new form of documentary that can fill the niche in a similar way, or does this need to be dressed up to get the point across.  Something for HBO to consider, versus The History Channel.

Mapping Racial Diversity

Serendipitously continuing on the topic of mapping, some interesting ones (spotted on Seattle's Publicola) offers many color-coded maps of racial diversity from major US cities. The work is from a familiar name, Eric Fischer (an earlier post showing some of his work is here), and he has developed another comprehensive set of urban maps highlighting diversity (or in these Pacific Northwest versions, an inherent lack thereof). As a simple key racial groups are generalized as such: "White is pink; Black is blue; Hispanic is orange, and Asian is green."

While pretty, it's much more interesting when you see a more diverse urban area, in this case New York City which comes alive with a diversity equal to their role as melting-pot of the United States.

Base map © OpenStreetMap, CC-BY-SA" Rankin's map has a slightly different color scheme, as noted, but I think is doubly powerful due to the overlay of actual neighborhood boundaries - which could be added easily to any of Fischer's maps above on a case-by-case basis.

As explained by Rankin on the site: "
My alternative is to use dot mapping to show three kinds of urban transitions. First, there are indeed areas where changes take place at very precise boundaries — such as between Lawndale and the Little Village, or Austin and Oak Park — and Chicago has more of these stark borders than most cities in the world. But transitions also take place through gradients and gaps as well, especially in the northwest and southeast. Using graphic conventions which allow these other possibilities to appear takes much more data, and requires more nuance in the way we talk about urban geography, but a cartography without boundaries can also make simplistic policy or urban design more difficult — in a good way. "

Just as mentioned in the previous book review, displays of information are just one way of looking at data - but by using these maps as geographical and comparative case studies, it's a macro-level view of 1) racial diversity in general and 2) how this is referenced in specific locales in the urban area, and how this changes/evolves over time. It would be interesting to see more detailed demographic categories, updated with 2010 census information once it is collated... which I'm guessing someone is already thinking about...
